ASEE-ENERGY CONVERSION AND CONSERVATION DIVISION

BYLAWS

1.         NAME

The name of this division is the Energy Conversion and Conservation Division (ECCD) of the American Society for Engineering Education (ASEE).

2.         OBJECT

The object of this Division shall be to coordinate and promote the understanding of energy conversion and conservation through engineering education and to provide a liaison with various technical organizations involved in energy conversion and energy conservation.The Division should consider its domain to include:
 

·  (1)      Electric power production (utility and industrial, and public and investor owned).

·  (2)      Non-conventional augmentation of power production.

·  (3)      Renewable energy resources including solar, wind, hydro, etc.

·  (4)      Energy conversion applications:e.g., aerospace, biomedical, automotive, industrial, etc.

·  (5)      Energy management and conservation principles and practices.

·  (6)      Cogeneration.

·  (7)      Energy resources and environmental issues.

Programs and discussion forums relating to the above information shall be presented at each annual meeting of the ASEE.

3.         MEMBERSHIP

Membership in this division is comprised of all members of the ASEE who choose the ECCD on their annual ASEE dues statement.

4.         DUES

Regular membership dues in the ASEE are required of all members to be on the current mailing list.There are no ECCD division dues.

5.         ORGANIZATION AND OFFICERS

(1)       The Division officers shall be the Chair, the Chair-Elect, the Program Chair, the Secretary/Treasurer, the Newsletter Editor and the Web Page Editor.Except for the Web Page Editor, they shall serve one (1) year terms.The Web Page Editor shall be appointed by the Chair and may be re-appointed annually as long as he/she is willing to serve.

(2)       An Executive Board shall consist of the six (6) officers, plus the immediate Past Chair and a quorum shall consist of any four (4) board members.

(3)       An Editorial Review Board shall consist of the Chair, the Newsletter Editor and the Web Page Editor.

(4)       The duties of each officer of the Division shall be those usually associated with the respective office, including the following:

(a)       Chair

The Chair shall have administrative responsibility for the Division and shall be responsible for conducting all meetings.He/She shall serve as Chair of the Executive Board.He/She shall prepare a written report for his/her term of office.He/She shall, with the advice of the Executive Board, appoint such committees as are necessary for the adequate administration and operation of the Division, including a Nominating Committee.The Chair shall serve as an ex-officio member of all committees.

(b)       Chair-Elect

The Chair-Elect shall assume the duties of the Chair in his/her absence.He/She shall have responsibility for arranging sessions other than the business meeting and paper presentation sessions at the annual meeting of the ASEE.Specifically, the Chair-Elect shall arrange such sessions as mini-plenary and panel sessions.He/She shall have the authority to arrange joint sessions with other interested divisions or committees of ASEE, and may coordinate with other interested divisions and committees of ASEE to obtain speakers.He/She shall supply timely program planning information to the Program Chair for submission to ASEE.

(c)        Program Chair

The Program Chair shall arrange preliminary and final programs for the ECCD sessions at the annual meeting of the ASEE and shall supply all required program planning information to ASEE.He/She shall arrange all paper presentation sessions and the business luncheon session.He/She shall have the authority to arrange joint sponsorships by other interested divisions or committees of ASEE.He/She shall disseminate calls for papers and coordinate the peer review of papers for the Proceedings of the ASEE Annual Conference.

(d)       Secretary/Treasurer

The Secretary/Treasurer of the Division shall keep complete records of all meetings of the Division and the Executive Board and furnish copies of the minutes to all members of the Executive Board within sixty (60) days following each meeting.He/She shall supply to the officers of the Division up-to-date copies of these Bylaws with all amendments, within sixty (60) days following the annual business meeting of the committee, provided any changes were made.

(e)       Newsletter Editor

The Newsletter Editor shall work with the Chair to publish a Division newsletter and any other appropriate publications. 

(f)         Web Page Editor

The Web Page Editor shall work with the other officers of the Division, to maintain a World Wide Web Homepage for the Division.

6.         ELECTIONS AND SUCCESSION OF OFFICERS

(1)       A slate of candidate(s) for each office shall be prepared by the Nominating Committee.An eligible candidate must have expressed a willingness to serve if elected to the office to be filled.The Candidate must be a member of the Division.

(2)       The Chair-Elect shall automatically assume the position of Chair, unless he/she is unable to serve.Officers in the positions of Program Chair, Secretary/Treasurer, and Newsletter Editor are automatically candidates for the next higher office unless they personally act to remove themselves from consideration.

(3)       A Candidate for an elective position may be nominated by a written petition addressed to the Chair of the Nominating Committee or the Division Chair bearing ten (10) signatures of members of the Division and accompanied by a statement from the Candidate affirming his/her willingness to serve if elected.Such nominations must be received thirty (30) days prior to the annual business meeting of the ECCD.

(4)       Voting for officers shall take place at the annual business meeting of the division.All ECCD members in attendance are eligible to vote.The candidate receiving the largest number of votes for the office sought shall be declared elected.

(5)       Assumption of office by newly elected personnel shall be concurrent with that of national officers of the ASEE.

(6)       If any elected person is unable to perform the duties of his/her office, the Chair shall appoint a replacement for the remainder of the term.

(7)       In the event that both the Chair and Chair-Elect are unable to fulfill the duties of their offices, the Executive Board shall elect a Chair from its membership.

7.         MEETINGS AND ACTIVITIES

(1)       An annual business meeting of the division shall be held concurrently with the annual meeting of the ASEE.The Executive Board shall arrange for such other conferences and meetings as may be desirable.

(2)       The Executive Board shall administer such activities as it deems to be desirable for the promotion of the purposes of the Division including the appointment of special committees to work with other societies and organizations on meetings or projects of special interest to the Division. 

(3)       Members of ASEE and other interested persons shall be eligible to attend all meetings of the Division.

8.         PUBLICATIONS

(1)       Annual Conference Papers and Presentations

Persons desiring to present papers at the annual meeting of the ASEE and to publish papers in the proceedings of the ASEE must submit abstracts and papers to the Program Chair in a timely fashion and must comply with the guidance of the Program Chair and the ASEE regarding presentation and publication.In particular, papers intended for inclusion in the Proceedings are subject to peer review, as described below. 

Papers shall be selected for presentation on the basis of abstracts submitted to the Program Chair.The Program Chair shall review the abstracts for quality, suitability, and timeliness of topic.If the Program Chair so desires, other officers of the Division may be consulted to determine the suitability of submitted abstracts.Papers may be accepted for oral presentation only at Division sessions, and not published, if the author(s) so designate or if peer review administered by the Program Chair so indicates. 

Authors who desire to have their papers published in the Annual Conference Proceedings shall submit their complete paper for peer review in accordance with the directions of the ASEE National Staff and the Program Chair.The Program Chair shall solicit two reviews for each paper from colleagues knowledgeable in the area presented in the paper.If the two reviews are in agreement concerning the publication of the paper, it shall be submitted or rejected for publication in accordance with the reviews.In the event of a “split decision” concerning publication, an additional “tie-breaker” review shall be obtained.Papers accepted for publication must be presented orally in a Division session at the Annual Conference of the ASEE. 

(2)       Newsletter

The Division Newsletter shall include pertinent, suitable and desirable ECCD information including items submitted by members, within the limits of budget and reasonable newsletter format and length.Major purposes of the newsletter shall be to advertise calls for papers and Division sessions at the annual conference of ASEE.The Division Newsletter shall be delivered electronically to as many members as possible.

(3)       World Wide Web Home Page

The Division World Wide Web Home Page shall contain information of interest to the membership of the Division, including calls for papers, abstracts for papers to be presented at the Annual Conference, copies of Division Newsletters, and links to other pages relevant to the Division interests.The Division Home Page shall be hosted by a member’s server in accordance with ASEE Headquarter’s policies.      

9.         EDITORIAL POLICY

All material to be published in the division newsletter and homepage shall be reviewed by the Editorial Review Board, which shall determine that publication is pertinent, suitable, and desirable.The Editorial Review Board shall also decide questions of budget limitations and reasonable newsletter format and length.

10.       AWARDS

The Division may sponsor, or co-sponsor with industry, awards to recognize individuals for outstanding contributions in any aspects of energy conversion and conservation.

11.       AMENDMENT OF THE BYLAWS

Amendments may be proposed by the Executive Board or by any group of ten (10) or more members of the Division, not all from the same institution.They may be considered at the Annual Meeting of the Society and adopted by an affirmative vote of two-thirds of the members present.
